Military district commander (dandim), Baucau (Kodim 1628)

Hutajulu (serial no. 28832, military staff college class of 1978) assumed command of the Baucau district some time before mid-1998. He is listed in one report as a possible war crimes suspect. His chief of staff (kasdim) was first Capt (Inf) Mulyiono, then Maj (Art) Nicolas J Karel Polla (serial no. 31672).[1] 

In the aftermath of the 30 August 1999 ballot, Indonesian martial law administrator MajGen Kiki Syahnakri ordered Hutajulu to take action against looters.[2]

2 - Priority 2 for further investigation. Not included in any other formal list, but mentioned in other independent reports, bearing structural responsibility, but with minimal data so far for involvement in ET violence.
