Military district commander in Aileu (Dandim 1632)

Maman Rachman took over from LtCol Hardiono Saroso some time after November 1998.[1]

In contradiction with the UN Agreement of 5 May 1999, the Aileu military command took part directly and early in 'socialising autonomy'. On 12 May, the Aileu military district chief of staff, Captain (Inf) Solavide Dolok Saribu, led an early pro-autonomy rally in the military district headquarters attended by 500 people. This was followed by three days of 'safaris' around the district, in which the population was urged to vote autonomy.[2]

In the month before the ballot, the military district commander told his village management officers (babinsa) in Remexio sub-district to 'register' at least ten supporters of autonomy each, and handed out two bags of rice to each one to pass on to the militias stationed in their respective posts.[3]

Reports link most pre-ballot militia intimidation in Aileu to the district head (bupati), Col (ret) Suprapto Tarman, rather than the lower-ranking military district commander Maj Rachman. However, after the ballot, the destruction by fire of the entire district of Aileu, and the killing of livestock, was allegedly organised by Maman Rachman's chief of staff Capt Dolok Saribu, in conjunction with Suprapto Tarman, over the period 4-9 September. Ahi militiamen carried out orders. Fifteen people are thought to have been killed before Interfet arrived, mostly by TNI personnel, but details remain unclear.[4]

• Gaspar Leite, a TNI member of nine years standing, was indicted before the Special Panel for Serious Crimes of the Dili District Court for murdering Domingos Maukinta in Hohulu village, in the vicinity of Aileu township, on 9 September 1999. The attack, which also involved burning the village and expelling the population, was directed by Sgt-Maj Ali Cocoleo (Alikkokolok) of the Kodim 1632 district military command, and was conducted with a local militia.[5]

Maman Rachman (serial no. 29505) graduated from the military academy in 1982.
