Commander, Battalion 744

Battalion 744 was attached to the East Timor territorial command. As its commander in 1999 he was recommended for prosecution by KPP HAM, reportedly for having failed to prevent men under his command from taking part in terror after the ballot result was announced.[1] He admitted to the commission that his men were very angry with the result of the ballot and that some of them had gone out onto the street and fired their guns. He said he did not know whether anyone was shot and did not take the trouble to check with the hospital.[2] As commander of Battalion 744 he would have led the  evacuation of the battalion and probably played a key role in the forced deportation of East Timorese after the ballot. For a few months he led the 744 battalion in ‘exile’ in West Timor, and then oversaw its absorption into Korem 161, unlike its sister East Timorese battalion 745 which was dissolved 30 March 2000.[3]

The Portuguese human rights organisation CDPM has established a comprehensive list of 32 officers within this battalion.[4] KPP HAM recommended that two of its members be prosecuted for human rights abuse. They are:

Yakraman Yagus (serial no. 30440) graduated from the military academy in 1985. He was appointed commander of the Covalima territorial command (Komandan Kodim 1635) in 1997.[5] However, because of his youth and low rank he may have been only a temporary commander there, and was not there at the time of the mobilisation and arming of violent civilian paramilitaries in early 1999. It was his successor (LtCol Ahmad Masagus) who was the major sponsor of Laksaur, a paramilitary group centred in Suai with 500 members carrying about 100 firearms.[6]

Current Status:
K - KPP HAM. Listed in the 31/01/2000 report of the Indonesian commission of inquiry into atrocities committed in East Timor in 1999. More junior figures in Appendix 5 of the final report are added here under their superiors.
