The worst atrocity committed in Ambeno in 1999 took place over three days, 8-10 September 1999, culminating in the systematic execution of 47 people at Passabe early in the morning of 10 September. The men killed at Passabe sub-district came from Imbate. The mass execution followed the killing of 18 at the villages of Tumin, Kiobiselo and Nibin (in Nitibe sub-district 10-17 km north of Passabe), by a combined force of various militias dominated by Sakunar and TNI soldiers on 8 and 9 September. The two main individuals alleged to be responsible are militia leader Laurentino 'Moko' Soares and Passabe village chief and Sakunar leader Gabriel Colo. On 20 September Sakunar allegedly killed another seven East Timorese in Ambeno.
